In progress reports should go to 911, not the non-emergency line. He was standing there when it happened as the events were escalating. Thats when he should have called 911.
Now that it's a day later, sure call non-emerg. Atleast they can check to see if there were any other reported events for the driver that night. Maybe they went home and she got the shit kicked out of her and Police did show up. It would be good to know they had been arguing a few hours earlier to support the case.

Years ago I witnessed a couple walking home at night. The man was drunk and was arguing with the woman. The woman was clearly uncomfortable and wanted to be left alone. That's when he started become physical with her and that's when I called 911. Long story short, he was taken to the drunk tank for an overnight stay. The sad part is that I saw them walking together a couple weeks after in the morning. Meaning she didn't leave the douchebag.
