If both Sony and MS announce new consoles, it could be out for that instead. Unreal Engine 3 is extremely scaleable, and will have DX11 features that will allow games to make use of the new consoles.
You have a good point. I'd actually rather wait for the new consoles and get the amazing visuals with decent FPS compared to having to dumb the games scale down visually for these consoles.
I was wrong though, it isn't UE3, it is Ubi's own (new) engine.
Since they aren't showing it at all on current consoles, it is still possible that it is built grounds-up to be a next gen title. However, officially, it's going to be released on 360 and PS3... Just don't expect it to look anything like the demo
New Trailer Gives a rough timeslot we can expect the game. I'm guessing probably late October, or they'll push it to be closer to December for another big Holiday release.
"Our ambition from the start with Watch Dogs has been to deliver something that embodies what we wanted to see in the next-generation of gaming. It is with this in mind that we’ve made the tough decision to delay the release until spring 2014.
We know a lot of you are probably wondering: Why now? We struggled with whether we would delay the game. But from the beginning, we have adopted the attitude that we will not compromise on quality. As we got closer to release, as all the pieces of the puzzle were falling into place in our last push before completion, it became clear to us that we needed to take the extra time to polish and fine tune each detail so we can deliver a truly memorable and exceptional experience.
We would like to take this opportunity to thank all of you. We thoroughly enjoy and appreciate the way you respond on the web, at events, press conferences and other opportunities we have to interact. Your passion keeps us motivated.
We can’t wait to see you in Chicago next spring. We are confident you’ll love this game as much as we love working on it."

Dang, this definitely bummed me out a bit. This was only on my list of 2 upcoming games that I wanted to purchase...
Oh well, the game better be bug free on release then
where did the gif get the updated sequence from? I didn't see that from what was released today...are you sure that's not an earlier build on PS3/360? The reveal footage was confirmed to be running on PC not PS4
I'm not too disappointed or shocked, because I am realistic about the capabilities of modern consoles. Especially in an open world game, it would have been impossible to keep the game looking like it did in the reveal. It is possible on PC, but so is pretty much anything if you throw enough hardware at it.
