Seems ok, but check into the quality of the lumber that comes with these panels. There are different grades of lumber that effect the price by quite a bit.

well, to give you an idea I picked up 7-6'x8' cedar with lattice panels and 2-5'x8' solid cedar and 15-4'x4'x8' pressure treated posts with walk in price for $760
which covers about 72 linear feet. Cost breaks down to $10.65 a foot in material.
just factor in the labour costs and see if its worth it that way.

18$ a foot is fair if they are using good quality sanded boards, I did a cedar fence this summer and I found the stain is expensive, expect to spend 2-400$ on that depending on what you get.
