Hmm... for under 2k, your choices seem quite slim. It's really a choice of cars that are at least 15 years old... Try searching craigslist and set your max price to 2k and see what comes up, that's usually a good way to find used cars at the price you'd like.
Also; I would recommend the Integra, good aftermarket parts and knowing that it's coming from Honda, the b18 can be quite powerful and reliable at the same time.

S13's are really reliable haven't had an issue with mine except for the battery... big deal haha. any car isnt gonna be "reliable" if the previous owner beat it to hell

There should be enough headroom, I'm about 5'9 - 5'10 and the stock NA seat functionally has no headrest, frankly it's a little dangerous if you were to be rear ended. A racing seat should easily get you the headroom you need but they're generally wider than the stock seat and can't go as far back as you might need for your legs. A lot of people like to remove some of the butt foam from the stock seat which I hear works great.

yep... drivetrain is pretty healthy but the body is just meh. repairable but hasn't really been a priority.

For a first car... buy something you don't care about. If you're like most people, you'll end up hating it after a while anyway. You might be one of the many that end up doing crappy mods and hate those too.
Buy a cheap civic or crapalier and do it up. There's plenty of cheap parts around, and they're easy and cheap to fix when they DO break. I picked up a filthy dirty 2005 Sunfire for $1200 a few months ago... cheap and easy to sell for more than I paid, with a little TLC.
