This is a brutal situation. Even with the dashcam, the system can't really help you.
I'm assuming the cops would charge him with mischief. In order to be charged with that, there has to be proof beyond a reasonable doubt that he purposely threw the coffee on your car with the intention of damaging it. Because this will be hard to prove in court, the cops are saying there's no point in recommending charges because the Crown won't proceed with a case unless there's a very good chance of him being found guilty (like in all criminal cases).
You will have better odds in small claims court where judgement is based simply on probability. Given the video footage and ICBC evidence, it should be slam dunk. Sue him for the cost of your deductible at the very least.

what's gonna happen if it does go public? OP will probably not end up getting compensated for the deductible. Sure, you'll ruin his repuation, but what reputation does he have when he already lives in a motor home.
In these cases you're better off to "Go Private" with RS

Thats complete bullshit! I was in the same situation 3 weeks ago while i was trying to parallel park, a bmw owner wouldnt let me. so he honks and keeps coming closer so i just sat there in reverse. he could have went around me as there were no cars coming but decided tail me instead. 30 seconds later, he finally goes around me and throws a slurpee cup with slurpee onto my hardtop and drives away. i chased after him and ive done some things ive shouldnt have done that led us into a fight. Cops came and said theres no visble damage so they cant do anything, however maybe a "littering fine"? anyways even if i did have a dashcam or wittnesses, police said the outcome would still be the same and the MOST they can do is call them and give them shit.. pisses me off how the system works..
your situation is way worse than mine, where this is actual damage to the paint. i really believe this falls in to the catagory vandalism and the fucker should be charged or atleast fined. i bet if we went to the police station and poured "coffee" on their personal cars and theyve caught it all on tape, they wouldnt let us off that easily.. isnt there solid proof that the "coffee" DID damage the paint? A video, pictures of it on the hood, and icbc saying its damaged at the SAME spot where the "coffee" was?? count me in for tipping over the motor home.

Also they will bug that trailer trash for an interview and since the DPS has started a craze on dash cam stories, im sure CBC would be interested.

I still don't understand why its not good evidence, So if I was caught on camera stealing, can I say to the cops they have no hard evidence? And they can ask me to voluntarily pay the store i stole from with no charges?

It would be harder to convince the cops that you accidentally stole something.. It's a stupid system, but that's how I understand it.
What I don't understand is what circumstances leave 'accidents' unpunished. If I accidentally hit another car, I'm still liable. If I accidentally kill someone, still liable. Where is the line?
edit: after rewatching the video, I don't think any reasonable judge would say that his action was an accident..

don't see how they can rule that as an accident. we clearly see that he just looked around, made sure nobody was looking, and instead of dumping it to the wide where it was sidewalk/grass, he dumped it at your car.

What a frustrating waste of time this has been. WTF was the point of contacting the police first to get a case number before filing an ICBC claim, if the police won't even pursue charges EVEN AFTER icbc confirms that there's damage and approves the claim?!
What was the point of the officers telling me to "see what ICBC says first and then get in contact with us again"?!
Why the hell did they even try contacting Fatass if all he had to do was "be uncooperative" (officer's words) and they stop the case right there?!!!?

Media ain't gonna care about this. They want stories that relate to as many of their audience as possible. This is more or a less a one-on-one private matter that has no real ramifications for the general public. I guess at best, the story would be about police not going after someone for petty vandalism, but that's not going to capture the interest of most viewers.
Whatever the case, pretty crappy situation. Realistically, some vigilante justice is required here. Probably best to make it such that only the greasy fatass suffers the consequences, and not the general public in the way of ICBC claims.
Tipping his RV over might cause him to pay a deductible, but then thousands of more dollars will be paid out by ICBC, which is not ideal.
However, if a rock happened to break his windshield by accident, he would likely have to pay for the replacement himself since the deductible would be almost as much as the cost. And after it was fixed, if another rock happened to break his windshield again by accident, he would have to pay it out... again.
Just saying.
