I'm pretty sure you cannot since the community centre doesn't have a license itself. Your SIR only allows you to become a official safe bartender.

You will need a liquor license and insurance(regardless whether alcohol or no alcohol is served). The liquor license is only 30$ from the liquor store. The police will also document the event as part of the license process in case something goes sour at the event. Its a win win situation for the community, the center and your party.

It is required because if someone gets drunk and crashes their car, the community center would have been responsible for that person. The liquor license will defer the responsibility to the renter aka you, so that the community center would not be responsible for someone's stupid decision to drink and drive.

I monitor rentals at community centers as part time, if someone serves alcohol without a license; I will warn them and if they don't stop, I won't mind kicking them out. Regardless if free beer or paid beer.
