I wonder if ICBC will refuse to pay him out since its been heavily modified. ICBC will make every escuse to not pay the guy....lol
Exactly what I was thinking, if I were the owner I would try to remove all references to his car on the net but I guess that's impossible. Good luck dealing with the ICBC.

ICBC will pay out. It will be treated the same as an "at fault" accident. I've done several fire investigations for ICBC and many were caused by car stereo wiring or even extra driving lights on 4x4's. ICBC paid them all out.
ICBC does these investigations because they want to find out if there's a manufacturer's defect that caused the fire. If so, then the vehicle owner will not be found at fault and ICBC will look to the manufacturer instead. Could you imagine buying a new car (completely stock) and having it burn up on you? Would it be fair to find the owner at fault? Or taking your car for service and having it burn up later (another thing ICBC looks at to see if there's negligence on the part of the shop that serviced the vehicle)?
What ICBC might do in this case is see if the mods caused the fire and then see if the shop who performed the work is liable. Sort of the same way if you took your Truck to a Ford dealer for warranty work, and it goes up in flames next week.
At least, this is how it was a couple years ago. I see no reason for it to have changed.
Interesting, Euro Exotic installed the Heffner Kit so it might come back to them, unless they can prove the Heffner kit was defective. Also this kit was installed I believe on stock internals and all that...added pressure=boom?
