If he is found at fault, I believe he will lose his RoadStar status and his rates would slightly go up.

Unfortunately, even though it was dangerous for the person to run a stale yellow, the law is pretty cut and dry with left turns. Hope your Dad feels better quickly. If it is his fault, not to worry, thats what insurance is for. All that matters is no one is seriously hurt. Those accidents can get REAL bad. Especially on a st. like oak where everyone speeds.
