i think different hostels has a different way of running things. when i stayed in a hostel in seoul they didn't offer any tours but they did recommend places for you to go and also provided you with pamphlets.
i think hostels are pretty good if you are traveling by yourself because it is so easy to meet other travellers so you can share experiences and meet new friends.
The hostel i stayed in during my stay in Madrid, did not offer any tours but as valentinor said, they do offer pamphlets and gave me some options on where i can find some great ones!
