Have had this tripod for about two months (bought at the beginning of December I think) from Memory Express:

The head on the C-600 is a Velbon PH-368, regarded as a great budget video fluid head. Do a little search on sites like cheesycam and you'll find tons of people that love it.
The legs are alright...I won't tell you they're the sturdiest things in the world but if you're shooting video, you're standing next to it the whole time and it's certainly sturdy enough to keep the camera stead. I've had my 5D3 on them with a heavy ass Rokinon 35mm f1.4 or Canon 24L balanced on rocks, sand and logs without problem for photos.
$80. If you want pictures, sure but it looks like any other Velbon C-600 out of a box. Probably used it on 5-6 occasions for a couple hours.
