That said, I'm curious how it would work. Is it powered by plugging into the OBD2 port? Is it hardwired into the car? Does it get buried deep into the dash so it can't be pulled out and tampered with?

I'd say OBD2. Progressive Insurance is already using OBD2-based readers for their 'Snapshot' reader and based on successes in the private sector the public sector wants to view it as an option.

55 mpg+ cars being targeted is pretty dubious tho. Its basically the state gov'ments are saying "Fuck you and the fuel tax we're not collecting from you"

That being said, lets see if they use that as an excuse to raise fuel prices even further in those states.
