Well if he just sinks to the bottom, just let him be and observe? I mean if he's still in the same spot after 30 mins or so, I guess there's not much you can do? Unless you were thinking of taking him to the vet

It's not the most humane thing to do but why not flip it over? If it doesn't try to move rightside up then it might be dead..

Pull on the arms or legs and see if he pulls back.

i had one for a few years. It would start to go into hibernation mode in the fall/winter when it got cold as I did not have a heater for it after it destroyed about 5 previous ones I had for him. By hibernation mode, I mean it wouldn't really move or eat much, to save its energy, but it never had its eyes closed and NOT move at all. Was it acting normal yesterday before you changed the water? Was there something different you did regarding the water/changing of the water? Personally, from what you described, it sounds dead. Btw, was it out of the water the whole time from last night until today, when you said you put him back in the water?

hes dead..i had three turtles and same thing happened to two of them. They might be weak and not getting enough nutrients or could be depressed/stressed out from small enclosure. Only one of my turtles survived, hes about 6 years old now.

Unfortunately, he passed away.
I have a 5 year-old slider pass away like that.
Some males aggressively bite females which leads to bleeding.
If you don't proactively stop the bleeding, the female will die after a few days from blood loss.
This was what happened to my female slider.
And, I had another female which was also bitten, but I was able to stop the bleeding with cotton and pressure (with help from others), and THAT particular female is doing fine now after.... 12 years! (I just realized how old they are now WOW).
