Little bit of both, I assume. I'm sure there are quite a few people out there with latent Inhuman powers, I think the whole "fish oil" thing was a way to explain the soon-to-be sudden onrush of people emerging with superpowers that Coulson's team will have to deal with in the next season.
Also, what the fuck was that Cree rock thing that turned to liquid and absorbed Simmons? Considering it only seems to go liquid when in the presence of Inhumans....
The interesting subplot involving Hydra got my attention:

Ward kills his lover, Agent 33, when she morphs into May's likeness during a battle with SHIELD. Agent Bobbi takes a bullet to save Reed from the gun booby trap that award sets up for SHIELD. Damn, Bobbi is tough even under Ward's torture! She puts up a good fight against Ward. We see Ward try to raise up Hydra again by calling up hidden cells of Hydra followers.

so this just set up secret warriors... Or secret avengers with more inhumans or powered people popping up... This could also lead quite nicely into civil war...
i'm still hoping someone can tell me what happened in that scene. i thought that thing only reacted to inhumans but it went all nomnom on her like a scene out of little shop of horrors...

Coulson loses a hand. Actually every Marvel property this phase loses a hand. Thor, The African guy in Avengers, Bucky in Captain America, Killian in Iron Man 3, Xena in the first episode of AOS, I forgot who lost theirs in Guardians.
