You're buying the car, cheap, for a reason. If they wanted to aircare it and do the work to sell it for market value, they'd price it accordingly. If you want to assume the risk and do some of the work yourself, go for it, otherwise, pay what it's worth if they do the work for you.

Dealer probably suggested insuring it out of the GVRD (not out of BC) to get around Aircare, which I strongly suggest you don't do.

What's the big secret about what car it is, anyways? The more details you give us, the better advice you're going to get.

if you work at the dealership, slap a D plate on it and pony up the aircare fee and see what happens. If it passes, buy it. If not, re-negotiate.
