Not always. The COL organization has Sakic making the final call on hockey personnel, be it trades, free agents or drafting. The GM is still involved however.

-watching the news conference via youtube now. It sounds like President Linden has a plan in place for hockey operations side of the franchise.
Trevor says that he has a "profile" in mind of what kind of GM that he wants to hire.
He says that he wants a good balance of staff in terms of GM, scouting staff, etc, in place.
The man has a plan.
It's good to hear that he did the right things to prepare for this job by calling up former player turned GMs like Sakic, Cam Neely, and Yzerman to get some advice, pick their brains.

It should be 2 different people. Two jobs with big responsibilities can make it tough for one guy to do the job well in all facets of a GM and president.

Trevor kept emphasizing the word "respect" in terms of respect for canuck alumni like Smyl in the organization, and all the players on the team.
He's gotta think critically, be the "independent thinker" as he said in the news conference to find a GM, and good scouts, who can make this team into a Cup contender again.
Sometimes you gotta ruffle some feathers, and hurt people's feelings to get the work done. You can't show respect, be nice, and be a "YES" man to people, especially to Aquaman if you want to put your vision of a winning team in place.
I'm confident Trevor will do the right thing, even if it means being honest with people, like their scouts, Ron Delorme, to say that a new direction is needed in scouting and player development.
If Canucks staff get butthurt from Linden advocating changes in personnel, they shouldn't be working for the Canucks.
So he respects the shit job Smyl has done too much to fire him
To me, Trevor is largely a figure head in this matter used to sway public opinion and get season ticket renewals up
He's even saying himself right this moment that it's not his job to tell torts how to coach, nor is it to have the final say on personnel decisions. So essentially how are we any different than we were two days ago?
I'm glad that he is only the president of operations, because if everything about Aquilini were true, and Trevor was also deemed the GM, his reputation and legacy would be ruined fairly quickly.
