Rock chip, bumper needs new paint?

I hope someone who knows about paint can answer my questions. My dad owned the C230 for almost 6 yr, 90% of the time being driven in the city. Not a single paint chip on the hood or bumper, OEM paint quality I guess. Then 2 years ago, the front got hit and run in a parking lot and I replaced it with AMG style fiberglass bumper, it was a bad idea as it didn't last for 6 months then starts chipping. Bodyshop blamed the quality of the fiberglass bumper, but a friend of mine is facing the same problem with his polyurethane bumper.

I need to do something about it, not sure what would be the best way to deal with it.
1) Bring the car to another bodyshop, what do I need to tell them?
2) 3M clear bra (I heard it will turn yellow after awhile)
3) Stick with OEM bumper? $$$
4) Vinyl wrap the whole car

My AFC gave me an ABS CEL code of LOL while at WOT!

3m paint defender spray. If it turns yellow spray windex on it it will dissolve it.

^ thanks, but before that.
does it have to do with the paint (like how many layers, or different type of paint, or wasn't done properly) or mainly the fiberglass bumper itself?

I am guessing the paint job itself. My Brabus front bumper was repainted once and same situation starts to have rock chips. I brought it back a year later told them what happen they put thicker layers on. So far so good, and I just found the 3m spray I guess it will last.
