Saw this in action yesterday night on Knight Street, around I think it was E. 45th ave. Several sport bikes were pulled over and I saw the VPD officer testing the noise level.

they were also talking about how riders were using ear plugs and couldn't hear emergency vehicles and that it was a no no....well...in PRS a few years ago, they told us to ride with ear plugs, saying if we lower what we can hear, we're more observant of our surroundings etc.
If they can't test it, you will most likely get a VI, which is just as bad because you need to get it inspected at a shop THEY choose, which will be at least a hundred bucks or so..... so it's a lose lose.

7A.01 No person shall start, drive, turn or stop any motor vehicle, or accelerate the vehicle engine while the vehicle is stationary, in a manner which causes any loud and unnecessary noise in or from the engine, exhaust system or the braking system, or from the contact of the tires with the roadway.
Under 7A.01, seems like it could be subjective, without having to using s dB reader.
From what I understand, the chart posted above is a guideline for what is accepted. If you are pulled over you can get a Vt for unnecessary noise, OR a Notice and Order compelling you to get your vehicle inspected. I guess it's up to officer discretion.
I understand that the rider wants to be as noticeable as possible, but living on a pretty busy street in tokyo I have to say, WAY too many people take it WAY overboard.
The fucking WORST are those ugly flashy scooters, usually driven by manual labourers. They are not only ridiculously loud, but the CVT means they make a constant peak level noise... I'm sure they specifically tune the exhaust to be at its loudest point at that RPM. That is way more annoying than shifting through gears.
So a crackdown seems fair... 91 db seems like it ought to be enough to make your presence without annoying the public
And BTW 91 is WAY louder than 83 already. Remember that dB is measured on a logarithmic scale.
