EDIT @11:20AM : DOG HAS BEEN FOUND!
Apparently she ran into an open garage a block away and the neighbours closed the garage door to keep her in. Then the neighbour walked around with the dog in her arms looking for the dog's owners and my co-worker's in-laws were still out looking for the dog and ran into her. Yay! That was quick!

She is a white long haired Chihuahua and is not familiar with Richmond she will respond to "Marti" and "Martini". Unfortunately she got out of the house early in the morning and didn't have her collar on but she has a tattoo in her ear.
