Rust bubble

Hey everyone. Just recently noticed my paint bubble and it doesn't look very serious. However, as we all know with rust, I would like to get this fixed asap. If anyone on here can recommend me a shop that can do fix it, I greatly appreciate it!

I have something similar on the hood of my truck

I don't care to get it fixed/painted but is there anything I can do to stop the spread?
