I didn't read the article, but I think that Carano/Rousey is a joke. It doesn't make sense for someone that hasn't fought in 10 years to come in and face the champ that has destroyed everyone she has fought. It doesn't help that she got demolished against Cyborg.

If it happens it's just a 'superfight' as an attraction, and will likely mean nothing in terms of championships or rankings. I doubt it would even be in Ronda's weight class to begin with.
