If it's dumped on City property you have a few options.
A. Call the City and they will pick it up. Treated as abandoned garbage if no evidence provided unless there are items which can identify who it's such as house hold garbage which may have mail and stuff.
B. If you have actually evidence such as you witnessed the vehicle that came by and have plates and or you have footage or something then the Illegal Dumping Team can investigate and fine.

This is kind of the issue I have. A portion is on "City" property but that was just due to "spill over".
The RCMP said they'll make contact with they guy and "tell him not to do it again", but other than that...I am shit outta luck.
I don't know what it is about that area in South Burnaby, but there is shit EVERYWHERE. I drive down any alley and there are piles a dumped furniture. I use to manage another building in SoBu (yes, I just made that up) and had the same issues. My building in New West never have that problem...
