What to do about illegal dumping?

Hoping that some of you will have some suggestions...

I manage couple small buildings in the Highgate Mall area of Burnaby and am having a terrible time with non-residents dumping garbage (old shitty furniture, mattresses, etc...not 'trash') in the back parking lot/alley.

Usually I end up calling a junk removal company or breaking down the junk and throwing it in our dumpster. It can get costly, obviously, but simply, it is just really annoying and makes the buildings look sketchy.

Today I received a tenant call to let me know that she caught one of these people dumping and took some photos. She snapped photos of his license plate, van, and him (and his kids). Furthermore, she witnessed the entire event and snapped some shots of the aftermath.

I had her email me a "statement" and the photos.

So....what do I do?

There is a community police station by Highgate Mall that I thought about taking all of this to...or, do I call the City of Burnaby? Or, is there something else I should do?

i had a guy that kept taking illegal dumps in my backyard

i went out and bought a hunting camera that took photos w/ flash in response to movement
after I caught that fucker on camera a few times and uploaded it to social media he stopped coming around

no one likes being photographed with their pants down.

my GF lives in burnaby off lougheed and in this little round-about area there is an island that kind of divides 2 high rises, then like 3 different low rise developments

ever since i've known her the island is basically the dumping grounds for everyone around there. It's a pretty nice area and in her building it's about 90% owners so i dont think it's coming from her building but most likely renters in the low rises around there

it was reallyyyyy bad one week there were like 2 whole living room suites dumped there, somone had even set them up like they were in the living room lol, so the caretaker of her building put up a big notice in the elevators etc about catching people and fining them etc

the problem is, i think most of the people dumping are probably renters as i said, and if youre moving away and just dump your shit there, outside of getting a liscence plate for a positive ID, if your gone the next day whats there to stop you?

Bylaw officer through the city should be able to take the pics and info and go give a fine to the dumpers.

Contact City of Burnaby, there is a phone # at the bottom of the page
Litter Awareness

I live around Highgate in an apartment complex, I usually just call the City if I have something large to throw away.
Call the City to arrange a pick up time, the City would then tell me how to prep the item and bring it out the night before or the morning of.
It's free as well.

whats dumb about my GF's building and their policy is you deal with burnaby through them, and it's like $50 per item regardless size for you to place it in the temp parking and have burnaby pick it up

this probably contributes to the illegal dumping im sure

This is one of the pics....SO NOT COOL!!!! City won't pick up if it is on private property with a contract with a different sanitation company

Going to be about $300 to remove. Time to hunt the fucker down!

Too bad there isn't a social media page to post the pictures and names of these assholes and link it to their jobs, kids school, etc. And it can only be removed until they pay the fine + 500% on top and community service for being a cunt.

These types of people are the worst.

Yeahhhhhhh, I'm all for public shaming of the individual but kids are absolutely off limits. They're completely innocent and should be in no way involved in the shaming.

Sad thing is the effort people in dumping this shit, all those cabinets to take to the dump would only be like 50-60

they think it will cost them more...i've rented trucks before and taken stuff to the dump where you pay based on weight...some people don't want to go to that effort. dam that's a lot of stuff...probably easier to unload at the dump than it is at your building...

hopefully the community RCMP guys can help you. i always see no dumping signs with pentalties of up to $5k

does your building have a CCTV camera? maybe knowing they are monitored will force them to try at another building...either that or cover up their plates before they drive up

If you call the cop (non-emergency line), can they do anything about it?

to me, illegal dumping is no different than stealing...both cost money for the victims
I would rather see these ppl get charged then getting a petty fines from the city

So, I phoned the CofB and explained the situation. They told me to call the RCMP and file a report. Usually I am not a fan of contacting the RCMP over, lets face it, trivial issues but I went over to the community station today to see what they thought.

They opened a file and I was able to talk to an officer who happened to be there. They took all the information and said he would go talk to the guy who dumped all the shit. Technically, no laws were broken so there really isn't anything that can be done. I understand that it would be silly for them to waste resources over this issue, so I get it.

Tomorrow I will phone the City back and give them the info. When I talked to them other day, they said that having an RCMP file number COULD help them pursue from their end.

Regardless of what happens, I am happy I at least tried. I thought, for sure, a By-law Officer would be interested in this and that there would be some law that says you can't do this.

Going forward, I am going to post a sign letting the public know that the premises are monitored and any suspicious or illegal activity will be submitted to the RCMP.

Thanks for all your comments and suggestion...I'll update if anything else comes out of all of this.



On a related note: Does anyone need some furniture? I am not sure if you can tell from the picture, but there are some lovely particle board pieces, a computer chair, and some soggy couches

You should put up CCTV cameras or atleast get the fake ones with a sign pointing at them.

That's the advice I provide all my clients with who have to deal with illegal dumping.

I'll just comment on City of Vancouver for those interested although it's probably not much different vs other Municipalities.

If it's dumped on private property you're shit out of luck even with evidence. Even VPD can't do anything.

If it's dumped on City property you have a few options.

A. Call the City and they will pick it up. Treated as abandoned garbage if no evidence provided unless there are items which can identify who it's such as house hold garbage which may have mail and stuff.

B. If you have actually evidence such as you witnessed the vehicle that came by and have plates and or you have footage or something then the Illegal Dumping Team can investigate and fine.

C. You can also request No Dumping signs to be put on City property
