Mounted winter tires/wheels setup early, found a great deal on them on CL but rear tires are taller than suggested. Gained about 20mm ride height in the rear (and acceleration sucks) :(

why is it better to remove the rear wheel well rubber? I thought it was supposed to keep water out?

The rubber lining is actually there to prevent rock chips on the wheel well lips, but Honda had a bad design in sealing the rubber properly, where dirt gets trapped under the rubber strip, leading to rust. Taking off the rubber lining does less harm than having the strip on. If you're worried about the rock chips you could always reseal the rubber lining. Just make sure to spray inside the wheel well lip regularly to get rid of dirt even when the rubber lining is off.

Not quite. I believe Ansa is a company that makes aftermarket exhausts for exotics and other high end European cars.

I'd cut/sand the rust off, give it a quick coat of paint and then put the rubber back on. Nobody will see it but it'll keep the rust from spreading.
