Cracked oil pan, raised cover in Richmond?
 
Drove over this raised thing in Richmond on No.4 and Cambie
Started to leak slowly, I don't know what else is damaged
Can I get the city involved?

I would say yes call the city. In the video it's hard to tell if it's just road debris, or an actual drain/manhole cover. If its just garbage in the road it's not really the city's fault

shoud have pulled over to take pics of the object. depending on what the object is and how low your car is from stock height, it probably wont be covered.

Know that feel...there's a million pieces of trash laying around in DT and I always hit em...my lip takes all the beating though

Edit: side note. Would loose manhole covers be covered by the city? There was a cover as I was driving near metro and it almost engulfed my entire wheel if I hadn't been driving at speed.

Since there is no construction, the city will just tell you to go file it with ICBC. ICBC will say you hit an inanimate object on the road. You might be lucky they will go after City of Richmond, then you won't be at fault and get your deductible back.

for the city to cover it, you would have to prove it was a city worker that was responsible for leaving that the way it was... it is like blaming canada post for someone throwing a mail box in the middle of the road, and you hitting it. How low is your car anyways?

Don't know how much help this would be, but here's a video showing that the road was clear exactly an hour before your incident.

Maybe check with the city and see if anyone worked on that cover in the hour period?

Dad just told me:
He drove by 15mins after it happened and he said he saw them fixing it.
He came back the other way 15mins after and it was already covered.
But when I went with a friend a hour later it was flipped upside down in the middle of the road again. WTF??

red light camera is only a camera and only takes a picture if someone runs the light

Someone being a dick probably flipped it over, if someone from the city was working on it they wouldn't have placed it back in the hole flipped over and they couldn't have forgotten it like that since it would have to be removed from that hole for them to work.
