I know you're looking for a discount carrier/MVNO, but T-Mobile has always been reliable for me, both voice and data. Their network spans across Europe (as do their competitors) but their network is what does it for me.

If you don't need talk and text, buy a portable wifi there from a carrier and load with data which is 4G. I think 5GB is like $20. Only thing is that the wifi device costs quite a bit iirc around $70. But you can use it over and over if you plan to go again in the future and is usable all through out Europe. Or bring an unlocked phone and get a plan. They're dirt cheap. I talked to relatives there and they laughed at our plan prices here. Something like $30 unlimited calling and 1000 texts with a GB of data.
