I don't know for sure but it's my understanding that the 10 dollar fee is to have your car judged for the show and to win the first place trophy. I've gone a few times and never paid but I did not register to have my vehicle judged.
Parking is free. People can park where they want really. The 10 bucks is to be involved in the “judging”. When you pay your 10 bucks you get a number, and a sheet to vote on the best cars, and people can vote on yours.
When I left it was much smaller than last year, but it looks like more people showed up after noon. Absolutely worth it to show up and pay the 10 just to keep the event going. Some really nice cars you don’t see show up often at other events.
