If he already did a dry/wet compression test and they're reading 60/120psi across the board, it's more than likely the rings. There's no way to know how bad the block is until the head is off. If he did the head work him self, he should've noticed if the bores were scored or there was excessive ridges.

That seller for the Monte Carlo Blue ITR is pretty rude. His English is horrible and basically said if you are serious come give a deposit to show it, as he is a very serious seller, yet he doesn't even post his number on the ad or share it via email voluntarily.

That blue ITR has been around forever. I remember meeting an owner in like 2005 at an ITR meet when it had the Mugen front bumper. Couldn't remember if it was a legit Mugen piece. It would be worth a ton nowadays. For the price it would make an amazing track toy.

I recall the owner who had the body and paint work done posting on RS that it was originally a legit and complete kit, but that later owners took off a few parts. And like White Rocket said, legit Mugen parts are worth a ton to the right people nowadays. I see that ITR as a potential steal, especially with a little work to bring it back to its former glory..

mileage is high, but condition looks good from the pics. but i've seen 98specr's go for half this price at auction with less on the odometer...

^ I've got one, they can be great cars but some of the maintenance costs can be high if you don't DIY so many of them are a bit neglected. They're really very simple to work on but due to the layout some things can take more time to get to hence the higher shop costs.
If anyone's interested in it PM me and I can run you through the common things to check for (or I can post it here if enough of you are interested), some of them are very cheap/easy fixes that can be used to knock the price down, others are big costs that may make you want to run away if you don't like DIY.
