Stock tire is a 235/45/17 on a 17x8 wheel.

They may be running a 215 or 225 tire which is a more common size.

This IS300 is a good deal if it doesn't have accidents

Not really,

Though oil burning I wouldn't really worry about if it's half a litre. But the notch, if it's just a little crunchy/notchy but still goes in when at proper rpm or without grind/pop out, you can live with that too unless you're picky. Fixing that though could be synchro(s) at the least, so trans out and apart, plus parts. But need to inspect once it's open

What do you mean by "solved"? You won't be able to make them go away but they're pretty minor issues.

You pay the shop 90-130$ per hour labor + the parts.
Eliminate the shop labor then all you need to worry about is the parts cost

That being said i believe you can solve it with 1k or less.

Pretty sure it's auto. Most IS300s are auto. I have never driven a manual IS300, but from what I've been told, there isn't anything super special (performance and driving feel wise) about the manual IS300s
