I think Lotus sold the project and the tools to Kia in 1995. so anything after 1995 was build by Kia with the Lotus tools and parts in Korea.

That STI has to be fake, or the owner is over exaggerating about his WRX.
The details state that the car is a 5 speed, but STIs have the 6 speed.

He does too notch work at a top notch price. I want to believe the chassis was capable of a build without a total frame off restoration. I don't think he'd let it happen any other way.
