You can easily get "modified collectors' plates for that car. There is more than 1 type of C plate through ICBC. You can have a car with a brand new motor, drivetrain from a Camry transplated into your 57 Bel Air and still have collector's plates on the car.

Fixed at 1974, it was at 1958 a while before. A lot of the collector car rules are pretty arbitrary, clearly based on lobbying by the hot rod and muscle car groups.
You are still allowed some basic mods on any 25+ but a lot of the allowable modifications really only apply to carburated vehicles despite 1993 vehicle being eligible now. It would be nice if the rules were updated to reflect the newer FI vehicles that are becoming eligible.
I'm a little salty just cause someone could be cruising in a 200k pro touring muscle car with collectors and be fine but if I wanted to get an FD or z32 and do a few reliability/driveability mods I'd be screwed

idk about the various differences between the 500, 500 turbo, and abarth. But assuming that you'd put on a BIG turbo on it, that cost of the turbo itself would be the same regardless of which starting point you chose. That said, the internal reinforcement might be different across all 3 trims, but IF you were to put a BIG turbo on it, you'd have to reinforce it even further anyway.
So depending on the internal reinforcements you needed to make, you'd choose one whichever one of these makes it cheaper. If you had to overhaul everything on the Abarth to make it decently reliable with a BIG turbo, you might as well had just started with the initial option posted. Upgrades are usually the same cost afaik (ie. coilovers for the 330ci and the M3 cost roughly the same)

the abarth and the turbos were the same physical motor, with the exception of the Abarth's Brap brap brap factory straight pipe exhaust.
software slightly different as well. but otherwise same.
Abarths get bigger brakes in the front with different pads, lighter wheels (17" are forged) and of course sway bar/ suspension stuff too.
interior you get different seats and a thicker rimmed steering wheel. the red pull fabric for accessing the rear seats is a nice touch, very porsche GT3. you also get a large roof spoiler on the abarth coupes !
