I don't know how the system works between shops and ICBC, but I always find shops would have a way to stretch the claim amount without writing off so they could get that business instead.

My personal experience:
An accident in 2011 on a 2010 Mazda 3. Only damages were the bumper, hood, and fenders. Only the bumper was replaced. Bill came to almost 12k. ICBC said it needed another 1k to write it off. I had this new car replacement insurance back then so no replacement for me. ResidentSleeper

Another accident on the same Mazda 3 in 2017, and damage was a passenger door. Bill was almost 5k. How would ICBC approve a 5k fix when the basic 2010 Mazda 3 only worth around 5-6k in book? I don't get it ICBC.

vehicle needs to be designated as a total loss by the insurance company to become rebuild status

It is part of the modulo offered in the JDM market ..
42k is OKAY.. it is just hard getting one in general. even though it is MSRP, most of them are spoken for and most dealers do not take orders anymore

That's what I thought too. But the 98' still had the popup lights. I think that most people associate the exterior update to be the jump to NA2. I know that's what confused me about those specific years.
