The hit on Burrows by Toffoli comes right after his short handed breakaway chance. You see the outlet pass to Burrows as he is going towards the boards with Toffoli in pursuit and then the highlights cut out to another play.
From there, Toffoli gives Burrows a 2 handed crosscheck in the numbers and Burrows goes face first into the boards like in the Columbus game when he was behind the net.
Burrows doesn't even get a chance to raise his arms to protect himself.

This is like the 3rd no hearing this season that resulted in an injury to a Canuck. And, of course, last year's infamous no hearing to McGrattan on his career-ending, life-ruining hit on Andrew Alberts.
