BUT whenever I have work done at mechanic that involves taking off wheel like rotors, brakes, etc. They NEVER tell me to come back for a retorque ...

Anyone know why?

The Torque Wrench Industrial Complex needs to put in more hours and lobby those service advisors and mechanics harder.
