Some times they can't arrange it, in the US it seems much easier to do the EU delivery. I'm in the process of finalizing details for European delivery of my i8 later this year. BMW Canada advised me that I couldn't do the EU delivery for the i8, no reason was given but my dealer has been able to override BMW Canada and speak directly to BMW NA to arrange it and I'm hoping I get details on my trip soon.
