It depends on your phone and the charging cable. The distance isn't the deciding factor for the cable - it's also the gauge (thickness) of the wire.
Some older phones might only ever draw a max of 500mA, which is what a standard USB port on a computer will provide, so a 2.1A charger won't do anything. (usually standard USB cables have 28AWG - smaller is better)
You're probably looking at 24AWG or thicker if you want to try a high amperage charger.
