What you can do is meet the buyer at any autoplan office.
You will need to complete a BOS, give the signed registration and complete a transfer form (apv9t), even though the apv9t is not required when they register the vehicle in the US. Make sure the buyer brings some type of primary ID (passport). The agent will call ICBC to check if that person has any debt with ICBC. If he doesn't have any debt, ICBC will allow the broker to issue an ICBC temporary operations permit (TOP) so that he can drive the vehicle down back to the US.
The issue will be, what type of documents/procedures will the buyer need to go through, when they import the vehicle into the US.
