not really its done in Ontario its like the wild wild west out there. When you get into an accident tow truck drivers race to the scene to make sure they get the tow, then they try and convince the owner to tow it to a shop they know so they get a kick back, same thing with lawyers. Having ICBC its much more organized. Also yes you can commit fraud with ICBC but for how long if and when they find out (they audit every bodyshop) they will pull your vendor number and your fucked.
