Well... some of these things that the US has done -- in terms of foreign policy / playing world police -- since 2016 were good, and some of them were bad. I think the same can probably be said about the US before 2016, and it'd still be the same from 2021 and onwards... Quote:

If they do split and the republican party goes back to its roots then you might actually see both parties join again in 20 years and finally win power back, but it will be quite a few terms before they get there.

According to CNN, this is what the formal
transition from Trump to Biden’s administration means for Biden’s team:
The Biden team has not waited for the formal transition process to begin preparing for the presidency, as Biden announced several Cabinet picks on Monday. But the delay in ascertainment meant that Biden's team was locked out from government data and could not make contact with federal agencies, nor could it spend $6.3 million in government funding now available for the transition.
A Biden official said the most urgent need was for the transition to be given access to Covid-19 data and the vaccine distribution plans.
The Biden team will now have access to additional office space inside the agencies and the ability to use federal resources for background checks on Biden's White House staff appointments and Cabinet picks.

The Act was always bipartisan, it's a policy that saves the Federal government money, which will always appeal to a Liberian leaning Republican. The passing of the bill in my opinion is classic in what I call facetious pandering. Trump was primarily against the bill, it actually took Jared Kushner and some of his inner cabinet to actually push for the bill's approval. I personally believe it was sold to him as a bill based on cynicism. A bill to appeal to a non-existent black base, with little substance.
Out of the millions imprisoned in the US, 1 in 5 are in prison from drug offences. Only roughly 3000 inmates were affected in a positive way from the act, and if anything Trump's DOJ have been feckless in its adminitration, hence my view of it being a bill of cynicism. "Both liberal and conservative critics suggest that the Trump administration's Department of Justice is not properly applying the law, resulting in fewer prisoners enjoying the release and sentencing adjustment reforms than Congress intended.[43] In many cases, Department of Justice prosecutors are opposing inmates' motions for sentence reduction under the First Step Act by arguing that the relevant drug quantity is not what the offender was convicted of possessing or trafficking, but the quantity that records suggest the offender possessed or trafficked. The latter figure is typically substantially larger. In some instances, DOJ prosecutors are trying to "reincarcerate offenders already released under the First Step Act."
I don't think this bill was the basis for increased black support. Keep in mind those numbers are based on exit polls in an election where a massive amount of mail in ballots were had, thus not providing an accurate reflection of black support (those numbers can be inflated as a result). I've also referenced the emergence of the black male misogyny effect, which has also taken root in young uneducated white men, through characters such as Jordan Peterson, Joe Rogan, etc.
Those particular demographics are the groups that grew for Trump the most, where as others had fallen. I equate those two factors the most to the heightened support. Black women almost unanimously voted against Trump (over 94%), the group to unanimously voted against Trump the most out of any demographic.
