I think you guys just need to make a generic bet:
- If trump gets funding for the wall, welfare wins.
- If trump does not get funding for the wall, Manic! wins.

Then, once this shutdown ends, if the two of you can't agree who won, it goes to 3 random RS people to determine the winner.

ie, if trump gets 5 bil, I would say welfare wins, while if he got 2bil, I would say manic wins. anything inbetween I would vote draw. (this is the most likely scenario imo)
