He can't come onto a private property and issue VI, only once you get onto the road. Even if he tried to come onto private property, just don't start up your car or acknowledge that is your car LOL. Or just stay there and don't leave for long period of time, we can document VPD resources wasting their time. There's so many approaches we can take if he's trying to come to car meets and issue people VI's.
