I was directed to this thread after I got a VI yesterday around noon at Kingsway/Willingdon.
I haven’t been on this forum in years and been out of the car scene forever. I just still drive a clean modified 2003 Lexus IS300 lowered with 18” wheels, small subtle lip kit and HKS hipower exhaust that doesn’t even get loud unless you hammer the throttle. I’ve been driving clean slightly modified cars since I was 18 and now I’m 35. From a 1992 civic hb Si to this is300. I barely drive anywhere. I have 93,000kms on a 16 year old car.
I don’t even know where I’m going with this rant except to just vent I guess. A lunch and haircut on a rare day off work ends up costing me over $300. Not only did I get a box2, this officer decided to give me a ticket for $109 for section 219(1). This is only my second ever ticket in 19 years of driving. First one was failure to completely stop at a stop sign
I’ve skimmed thru a few pages in this thread and it’s the same officer Cain.
I only use this car to get to hockey games and buy milk and diapers for the kids. I feel this is the end to my car scene days now. Gonna raise the car and slap on the stock exhaust. Lesson learned.
My wife refuses to take the final test to get rid of her "N" license, but also refuses to display her "N" in the window... our IS300 is totally stock save for smoked windows... not black tint, just smoked looking including the fronts... came like that and I liked it so I left it as is and never had any problems for 2+ years now.
I told her about this blitz and that she should put her "N" up and we should remove the tint, she drives into Vancouver at least 3 times a week... but she insists it's not a problem and that she can talk her way out of the N sign not being up and that no cop will waste time for front tint on a stock car. Like any husband worth their salt, I know not to say something more than once... so I'm just sitting here every time she goes to Vancouver now waiting expectantly for a tear-filled phone call and preparing to bite my tongue from saying "I told you so"
I dip my (just the tip!) much more heavily modified MR2 Turbo into Marpole area for a dinner once a week and then high-tail it back to the sanctity of Richmond. Vancouver can fuck itself as long as Officer Shitstain Cain is pretending he's Denzel Washington/Liam Neeson/The Punisher and every person with a nice car took his daughter from him. I won't be going anywhere in that city.
the issue atm is the officers are abusing the "spirit" of these laws. they aren't necessarily in the wrong. the mva and the interpretation of it allows them to apply it how they see fit but it was never intended to be used as a tool to harass car enthusiasts.
in that video a few pages back where the subie got a vi and the officer was talking about contact patch i always think back to my car.
it comes with factory 8" wheels and 195 tires. i fit 9.5" wheels with 235 tires but then have to run 4 deg of neg camber. is that camber visible? yes. is the contact patch smaller then factory? no.
If a citizen walks into a Police department, what are the chances of speaking to someone with some weight on their shoulders? It would be interesting to get their side of the story, coming from a concerned tax paying citizen. One which pays taxes for services, expecting professionalism in return. I see some good in what they are doing (tackling modified/illegal cars) but some of these stories are a bit much. Seems like a waste of man power and money without any sort of revenue in return.

End rant, I guess.
This is may be a tool to make Cain suffer a bit, in a legal way!
You, actually, may slide:

WTF "Drive/Operate Improperly Equipped Vehicle" is S219(1). On what grounds?
Right???? At least give me a chance to make my car compliant before giving me a non compliant vehicle ticket. Seems like I got punched in the balls twice for the same infraction.
I have friends in rcmp and vpd and they both tell me to dispute the ticket but I’m self employed and taking half a day off to fight a $109 ticket would put me at a greater loss so it seems I have to take this one in the ass. And all my cop friends agree FUCK TRAFFIC COPs.
Lots of cops like to modify their personal cars too... hell... one of the cops I know who is currently a VPD officer used to drag race his nitrous equipped 1987 Trans Am GTA at Iona in Richmond back in the day.
Cain and his gang are losers even amongst their own peers.

You should follow nexusxv's advice and request proof that Cain reported his interaction with you to Burnaby RCMP... it's obvious he was cross-boundary at Willingdon and is required to follow procedures under the Police Act. I bet you he didn't follow protocol and is just counting on you not knowing any better.
I've been following this thread for awhile and while i havent had a VI yet; like everyone here i think what's going on is ridiculous. One suggestion; what about a petition that we and other concerned citizens can sign to bring to the chief of police and City of Vancouver etc showing that a large number of individuals are deeply concerned about what is going on.

I would contact RCMP first, explain the situation, attach the link to the forum, and ask if he had a permission or if could. If you come to VPD, Cain my cover his ass. Also RCMP may rise a concern and advice to others not to invite him, if we are lucky.

I’ve already talked to my RCMP friend and it’s no bueno. Traffic units are all integrated and can police all jurisdictions. It’s just a courtesy for them to reach out. And once again he says FUCK Traffic cops lol
Has anyone filed a complain on Officer Cain yet? Unless there is a sizable number of complains about him on the same behaviour (ie. writing VIs on stock cars that have subsequently passed the VI), I doubt the PD will do anything about the situation.
IMO, the situation is kind of like how the public can deal with dumba$$ proposals tabled by politicians -- legally, there may be nothing we can do about it on an individual basis, but when there is enough noise to raise a stink, the person(s) involved will start paying attention to it.
One major difference is, unless a driver has been harassed by a baseless / weakly supported accusation on vehicle legality, I feel like it is going to be difficult for someone who has not been VI-ed to present an argument with a strong and convincing voice.

You know, Initially it sounded ok what you friends sayed. But after thinking a bit (crying in a corner actually) but if this is the law, it does not matter what courtesy between RCMP and VPD. If it must, it must. So i would email to RCMP, nothing to loose here. It my opinion, for sure.

You could get off scot-free on the whole thing.
while not VPD jurisdiction, can't they still ticket people in Burnaby? It's not a matter of US Homeland Security passing it off to CBSA after a perp has crossed the 49th.
and Kingsway and Willingdon is like few minutes from Boundary so the officer can easily argue he was following the vehicle for a few blocks before pulling him/her over
Been searching for all shops including 3rd party shops. And DEALERSHIPS none of them can do my car... So I'm at cross roads now.
I had enough so i drove to VPD today and they told me to call the non emergency line.... Spoke to one of the officers, and he had NO CLUE what I was talking about. So now I AWAIT to wait for CHRISTENSSEN's Phone call and see wth he wants me to do .. because at this point i raised my car, did w.e the n/o said and complied and honestly this SH**t is stressing the f out of me.. Waste my time, gas, and emotionsssss.

it's just sad that it's come to this
This this this. they have the right to VI anyone, but they will waste time hassling people for minor things, the priorities are wrong and in my opinion its a waste of valuable police resources.
on another note, if your trying to say traffic cops are just doing there job is a little ignorant. go stand on any corner in van you will see drivers making dangerous moves within minutes. drivers here are generally aggressive, not accounting for risk, running late reds, tail gaiting, speeding through intersections, leaving no margin for error and braking at the last possible second. these are things that actually endanger lives, and they go unnoticed. Riding a motorcycle makes you aware just how crazy people are, I seen ppl on there phones more then I can count.
Punish people on the merit of there driving, not on social prejudice against japanese cars. Nobody in this city would be upset if there was a blitz on cabbies driving how they do.
Where was this? Dim sum in Vancouver or Richmond? How the tables have turned, I remember back then it was Rcmp in Richmond pulling over modified cars and it was safe in Vancouver
DIM SUM in Vancouver!?!?!? blasphemy !!! of course dim sum in Richmond laaaa!!!!.
p.s. chef tony is godly. Their truffle shumai is delicious! fortune terrace is also great, just really friggin pricey in my opinion. me and wife walked out of that place spending 80+ dollars last time and wasnt even that full.
sorry about the IS300 getting pulled

Section 038 — Jurisdiction of municipal constables
(4) If a municipal constable or special municipal constable performs duties outside the municipality, he or she must, if possible, notify the provincial police force or municipal police force of the area in which he or she performs the duties in advance, but in any case must promptly after performing the duties notify the provincial police force or municipal police force.
I am not arguing if can or can not, I am arguing that he must follow procedure and it may be a tool of some kind.
