The general public is already predisposed to hate car culture in Van and indirectly tie it to all the problems Van has. The general public would prob be for banning modified exhausts. No one ever said, "Damn, I wish all these cars had louder exhausts". Most people probably have a more negative interaction with it than the other way around. We're a VERY VERY small group. I'm not saying roll over and die, but like I said. It's like trying to put out a forest fire with a screwdriver. Sometimes it's a better idea to lay low and let the fire burn out than tell the entire village and have them find out you were the guys playing with fireworks in the bush. Let us be real, there are a lot of cars out there with some really messed up mods. Most of the car scene is full of responsible owners, but we all get lumped into the same pile and the opposition will always find the few bad apples to be their poster child of the problem. They will turn this into a public safety issue and talk about how it is a danger to your family, causes accidents, your ICBC rates are so high because of accident etc etc. Turns the whole thing into US vs Them instead of looking at the real issue of VPD issuing VI's to cars that are fine and the owners have no recourse.... and it works, really really well. Look at the recent law (AB1824) passed in Cali, arguably the LARGEST car culture in NA. |

Cain got mad at the kid so he starts telling his team to pull all modified cars. His boss probably going like wtf going on, why so many inspection notices, and Cain makes up some BS like it's a whole epidemic, people modifying illegally and no one has stopped them. Boss agrees and gives him unlimited budget, and now Cain is task force commander of the whole thing, training new members and expanding. Probably laughing his ass off with a huge pay raise. |

The lady I spoke to told me that after reading through my complaint, she is not certain on how she could assist me with it, or which direction I'd like to take the complain towards. If I am understanding her correctly, she was telling me that because the nature of my complain is not "specific" -- ie. it didn't speak to a specific incident involving the police where a certain type of misconduct occurred, I don't have enough grounds to file it as an offical complaint with the OPCC. Instead, she recommended that I can file it as a "Question / Concern" with the VPD Professional Standards Section (PSS), or I can file it as a service complain based on the argument that the VPD was inadequate on its training regarding the MVA. It is a little disappointing that it cannot be filed as an official complaint at this point becuase after reading up on it a bit, I feel like that would be the channel that has the highest chance to result in some positive and meaningful change in the sense that motorists cannot simply be harrassed based on camber and vehicle lowering. Unfortunately, that does not seem like an option at this point. After a bit of deliberation, I mentioned to the OPCC lady that I would like to proceed with this as a "Question / Concern" at this point. The VPD PSS would still be required to forward the question/concern to OPCC for review. There is still a bit of work that I'd need to do -- probably quite soon -- because I need to provide a bit more detail to the VPD PSS to make this "official". Apparently, just firing off an email isn't quite enough, and I totally get that. Alas, the quest continues. Hopefully I can find some time over the weekend to do this. |

If everyone files a complaint, quote for quote on what you indicated in your complaint while relating to their personal experience, it could become something big. Since it does seem that they are not ignoring complaints. It does seem that the higher-ups either do no know of the situation or they are pretending they do not know as there have been little to no formal complaints from those with personal VI experiences because based on what I see so far in this forum, everyone is just taking it as "pay to play". BIG_BAWS even indicated that "There have been active members, [cops], that have commented on the topic in other threads. They just mentioned that in their Dept doing what Cain is doing would result in suspension without pay." Clearly what Cain is doing is not supported in general by departments, but due to the lack of voice, or complaints by the public, nothing is being noticed by the department heads. |

My cars are bone-stock, but I feel unsafe while driving by any VPD patrol cars. How about other Police Departments across the Lower Mainland? Are they doing similar things? |
I have had no issues in north van. I was pulled over for something different (totally my fault) and the cop complimented me on the car. He asked about my seatbelts and I was like “FUCK THEY ARE STOCK PLEASE DONT SHOOT” (kidding but that’s probably how scared I was) and he was like “don’t worry man, even if this thing was caged I’m not gonna hassle you about dumb stuff like that. Enjoy the drive. I bet it’s a lot of fun” I’m sure it depends on the cop, but they are really out for stuff that matters like distracted driving and red light runners over here. |

If someone has been wrongfully VI-ed, I wholeheartedly agree with your suggestion that they should try filing a complaint through the method that I did, and I'd encourage people to use whatever I've written as they see fit. (My complaint letter is in post .) But a key point here is, they need to be certain that they have not violated the MVA. As far as camber is concerned, that means their camber setting needs to be within the manufacturer's specified range. As far as lowering is concerned, the lowered amount needs to be less than 10cm, with all parts of the vehicle (including stuff on the underside) no lower than the lowest point on the rim of the wheels, and the headlights must have a mounted height no less than 56cm. The more legitimate complaints they receive regarding the same/similar issues, the more attention the police and the complaint commissioner are going to pay. Additionally, note that the phone call came from the OPCC, not the VPD. The OPCC is a civilian body, although some of their staff obviously have background in policing. As a civilian body whose mission is to keep the police honest, so to speak, I am not surprised to see them being more responsive to public concerns, and I appreciate this responsiveness of theirs. On the actual police side, it remains to be seen how responsive the VPD is on what I'd consider a valid concern. Thus far, I have pretty much only received a standard acknowledgement reply -- it could even be an automated reply for all I know. Quote:

A car with full OEM equipment still got VI for loud exhaust. :speechless: |
Based on the website from the VPD, "COMPLIMENTS AND COMPLAINTS The men and women of the Vancouver Police Department are committed and dedicated to protecting and serving the citizens of Vancouver. They are committed to making Vancouver a safer city by providing service to its citizens through integrity, professionalism, accountability and respect (IPAR) and are often recognized for their outstanding achievements." "Complaints Anyone who has concerns about the actions or conduct of a VPD police officer, the service provided by VPD, or the policies guiding VPD officers, may file a complaint. The Provincial Office of the Police Complaint Commissioner (OPCC) explains the complaint process in the following brochure:" Take a good review regarding what can be a complaint, there is also PDF document regarding the procedure as well. https://vancouver.ca/police/organiza...omplaints.html |

Other people in the scene have received snippets of information that somebody's dad, "a higher up", wants all the VIs collected etc etc. No updates on that, nor is there verification of validity. |
It’s pretty clear Richmond rcmp has its priorities in order from what I’ve seen over the last few years |
