OOF, being delayed by 5 seconds. Though you can actually get a ticket for crossing when the hand is flashing lol. Its a very rare ticket.

It's a tough one to figure out.

Some VIs are given because it's well deserved. It could also be at the officer's discretion based on how polite and cooperative you are. Then there is always the chance that it is coming from above.
