Another more complicated case I can think of would be refugees, or people pursuing permanent residence pathways. What if a Ukrainian refugee were to give birth while she is on a refugee VISA here in Canada? There are also special permanent residency pathways created for people from Hong Kong. People in that category start off with just a student VISA or an OWP (open work permit), but the intention of the program is to establish a pathway to permanent residency. What would be the appropriate thing to do in those cases if the woman needs to give birth?

From your linked article, only 7% of Richmond births were to non residents.

Article says he's American/Korean citizen. You can't be stopped from coming back into your own country. Plus his criminality, if you want to put it that way is only on the Canadian side, so likely a non issue to the US Border controls. If he's been deported to the US, I assume he's sneaking back over the border after. Or else he's been flying back to the US as an American citizen and then sneaking back in.

Does anyone understand the thinking or reason behind this? Common sense says perpetrator should be jailed.

Does the judge have that much flexibility in sentencing? Is there a range of possible consequences that the judge can pronounce and he chose the least (30 month probation)? Are the jails too full? Even the most strongest civil liberties advocate must have to agree this is stupidity. Guy like this is likely to commit heinous crimes like the murder at Burnaby Central Park!

20 fucking layers of bureaucracy and it’s my job to figure out the root causes? lol fuck off.

Want to know the issue? The system is irreparably broken and no one who is in a position to make change wants to be accountable?

Maybe when something like this happens to someone you know you can dig real deep within to figure out the problems.
