I watched all 16 minutes of the recording, I'm just going to say that the media is under representing the number of casualties. He passed by another location and fired from his vehicle with a shotgun (through the windshield and side window), was allegedly fired upon by people there. There is also an image linking the shooter to an 8chan post with a detailed rundown of his intentions, with specifics.
That being said, the footage is beyond graphic, I'd strongly recommend keeping as far away from that shit as possible.

What kind of police force takes longer than 16 minutes to show up with loud bangs going off to get the direction of it?......what the fuck kind of law enforcement takes that long to stop a shooter???

For example: Police were exchanging gunfire with the shooters at Columbine within 4 minutes of the first shot, yet swat teams didn't enter the building for over an hour after the gunmen had killed themselves. The wounded were literally crawling out of the building because no one was coming to save them, while others bled out with rescue services just feet away.

My mom's cousins were in the big mosque, she spoke to them some time last night after finally getting through, they were able to escape, only injuries they suffered were due to jumping over a fence to escape. So sad and senseless.

They have to call for specialized Armed Police...

You can tell from the images that most of the police there aren't prepared for this incident nor do they have adequate hardware for it. But I think that's the norm in most countries aside from the US.
