Failure to complete the terms of the agreement should just result in the termination of the contract and the funds returned to the original parties. The funds are meant for the ticket, which is conditional on him getting his Chinese citizenship. It makes no sense that he be entitled to anything when he can sabotage his own application (or the subsequent process).

Badhobz is just trying to waste people's time and money. Even if he goes so far to make the application, there is no guarantee he will act in good faith later on, or for anyone to ensure he does so.
