Because there's no will to be as violent as they need to be, nor is there the means to be that violent.
other than say the example of the idiot that went charging at an armed officer, who are all these people dying randomly/mysteriously?
are they the average protestor? bystander? triad? off-duty officers?
Protesters, students, low income people. I hate to get into the "mysterious suicide" conspiracies though, since it's so hard to get any evidence. I still trust the detectives in HKPF. Maybe that's stupid of me.

I left kwuntong APM 15min before a body dropped from the top to the main area infront of the apple store
The fascists sent in the army out of uniform to clean up some of the roadblocks, saying they are merely volunteering, and that "preventing violence is the duty of all people" (except police and the HK government I guess?)
Anyway, obvious PR move, and they will be promoted as heroes in the propaganda rounds tomorrow.
More importantly, they are bound to piss more people off, as there has been almost an entire day without violence. You can already see the reactions on twitter... Basically going against Basic Law to have the army acting outside the bounds of training grounds to perform an operation.
I can't hate on anyone who is out there peacefully cleaning up the city
lol if you think this wasn't at BEST a really hideously bad idea, politically idiotic, and at worst completely unconstitutional and basically throwing away Basic Law in order to provoke the public.
If you think it's just a group of Good Samaritans, I know people got mad at me for saying stuff like this before, but if you think that, you're extremely naive. Whether you're a protester or a fascist, or anything in between, you are a fool for thinking this was just a group of folks wanting to Do Their Part, and decided to go out and Do It; To Hell With The Law.

Fuck dude...they’re just cleaning up. They did the same shit last year after mangkhut typhoon came. That was a bigger group.
Do you prefer if it was white people who clean the streets? Or are they fascists too?
You live in Hong Kong, you say all this shit about loving Hong Kong and its such a shithole. Get out there and do something. I don’t see you cleaning up? The amount of time you took to fail each “fascist” poster, you can probably pick up a few bricks already.
There is something called life for the ordinary citizens who wants to go to work and make a living, folks who wants to go out and have dim sum in peace, or people who are sick and wants to go see the doctor. These protesters are interrupting their daily life.

Just cleaning up? Then why are they holding cameras?
This is a PR move to gauge public response and support. HKPF / PLA can crust the students/protestors instantly. But without public support, they cannot do so without destruction of public morale. Are there any independent, unbiased, polling being done weekly on public sentiment about the movement?
The protestors need to have the continued support of the public if they want to keep this up, especially since part of the movement involves the continued crippling of the public infrastructure
This is an interesting change of attitude from the police...
This press member was filming a cop beating up another press member, gets chased down and shot in the back with a less-lethal bullet from a few meters away. It lodges into his backpack, leaving him unharmed thankfully
Of course if they do this for every case of brutality, they'd lose a lot of ground troops. But it's interesting that this case randomly gets selected for investigation.

Don't forget is paid leave. So the police can sit at home relax while getting paid. Once this is all over nothing will happen and he will most likely get a promotion.
