If anything, this is probably the PR department thinking it's better to just say he's being quarantined than admitting he has the virus. In reality, it would be better for the public's trust in our system if he were to get tested and come back with a negative.

I think it's because he's showing what the proper procedure is if you get sick. Since they can't test everyone who is asymptomatic yet, the right thing to do is isolate yourself if you get sick or are in contact with someone who got sick, and go from there.
Don't go to the hospital unless you have problems.
Like everyone says, for most young healthy people, this is a minor thing. Going out to confirm a test just puts you in public needlessly. Honestly it doesn't matter if you have it or not, if you have symptoms, quarantine yourself for 2 weeks.

As for that map above, I think a lot of it is "correlation does not mean causation" and the spread is more related to travel trends than anything else.
