ICBC New Policy For Drivers At Fault With Body Injury?

Back in January this year, I rear ended someone's car where the bumper damage repair was $1,000. The other party has claimed body injury which the claim will remain open for 2 years long, and I can't pay off the balance.

If I renew the insurance now, my driving factor would bump from 0.526 to 0.74 (this is my 1st claim in 17 years of driving)

I wonder after 2 years, if the claim turns out to be low and I decided to pay it off. Can I get the money difference from DF 0.74 to 0.526 during those years?

PS: My adjuster can't answer this and there's nothing she can do because of recent policy change..........Has anyone been involved in similar situation?

It's been 6 months since the accident, she said she had a sore neck at day 1.
But as of today the injury balance is still 0. I assume the other party forget about it?

If the bill at the end is less than $5-6K, I can fork out that amount because over 4 years that's what my insurance rate will balance out.
