It's a PITA stupid error that is often caused by seemingly nonsensible things. I'd recommend throwing the error code into Google, and just try every sensible suggestion that different tech tip websites suggest.
I'll start with:
- reboot the PC
- update Chrome to the latest version
- confirm the date / time setting on your PC is correct and updates automatically (while you're in the correct time zone)
- flush the browser cache
- clear Chrome's SSL state

It might have to do with a setting on Chrome where it forces you to use or automatically checks for SSL certificate.
Is your Chrome managed by your work place?

I don't think it's Chrome - no matter what browser I use the issue persists. I tried the stuff I found online - clearing SSL state, deleting cache etc and it didn't work. Ah well I'll just browse on my phone.

they are filtering your web traffic. Likely blocking the category this site falls under
try changing your DNS on your NIC to 8.8.8.8 only. If it works after theres your answer and you defeated your IT guy
if it still doesnt work you also have your answer, and thats to use a non work machine or your phone to browse rs at work
